The Diversity Visa lottery program is conducted by the American Government every year to distribute 50,000 immigrant visas through this lottery. This visa lottery program allows eligible people to apply for the dv lottery & those candidates must come from those countries which do sends low numbers of immigrants to the United States with in the last 5years. This is called as a lottery, but it is not a program where funds or presents are involved. This is to select winners to apply for the visa & it is FREE to apply online by using web by any eligible person.
The congressionally mandated Diversity Immigrant Visa Program is run on an annual basis by the Department of State & conducted under the terms of Section 203(c) of the Immigration & Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 to provide for a new class of immigrants known as "diversity immigrants" (DV immigrants). The Act makes available 50,000 permanent resident visas yearly to persons from countries with low rates of immigration to the United States.
The annual DV program makes permanent resident visas available to persons meeting the simple, but strict, eligibility requirements. Candidates for the Diversity Visas are chosen by a computer generated random lottery drawing. The visas, however, are distributed among five geographic regions with a greater number of visas going to regions with lower rates of immigration to the USA, & with no visas going to citizens of countries which are sending over 50,000 immigrants to the U.S. historicallyin the past five years. Within each region, no one country may get over five percent of the total available Diversity Visas in any one year.
As for the State Department announcement last year, natives of the following countries are not eligible to apply for the lottery. Because they have sent a total of over 50,000 immigrants to the U.S. in the earlier five years:
BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, ECUADOR, EL SALVADOR, GUATEMALA, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, PERU, POLAND, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) & its dependent territories, & VIETNAM. Persons born in Hong Kong SAR, Macau SAR & Taiwan are eligible.
For the DV 2010 green card lottery natives of RUSSIA & Kosovo are eligible to participate.
The visa lottery is conducted in English language only & the visa lottery will be called after the fiscal year as DV 2011 or DV 2012 in the event that they are going to issue visas in 2011 or 2012.
The winners in the DV Lottery program won't be given with the necessary visas basically but will be allowed to apply for them following the normal procedures. & at the interview they must proof their eligibility to the consular officer to be issued with the visas.
So the all the chosen winners of the DV lottery program don't have the chance to get their American Immigrant visas.

0 Nigeria is one of the most winner countries in the Africa region

Nigeria is one of the countries in the Africa region and people born here are allowed to participate in the DV lottery. Those who require to participate in this USA green card lottery visa program must have the necessary schooling or work experience as per the DV lottery instructions.
Winning a DV Lottery doesn't guarantee that you will be issued with an American Immigrant visa, it will only give you a chance to apply for the American immigrant visa by paying the non refundable visa fees. As a winner at the interview you must proof your eligibility to the consular officer to get the visa.
Normally Nigerian people must have successfully done 12 years of schooling including primary and secondary schooling equivalent to USA high school certificate.
Or the candidates must have 2 years of work experience within the last 5 years in a job after 2 years of education/training to perform that job. You can check the DOL Onet* web-site for the job section.
A person can apply one entry (whether they applies or agent or someone else applies), if over one entry is submitted with a person's name as primary applicant, all entries will be rejected without notice.
Married person must include partner and all the single kids who are under the age of 21, failure to do so will disqualify from the program.
Winners will require a sponsor's support from a US citizen or US LPR holder.
Winners who are already living in the USA legally can contact the USCIS to change their current status to LPR status, in the event that they can do it before 30th September.
The winner must pay the non-refundable visa fees and the diversity processing fee on the date of their interview to the US Embassy only.
Winners will be notified by postal mail only, between the months of May and July.
No visas will be issued after 30th September for that fiscal year program.
Be warned in case you get any notification by Emil, phone or by fax, double check them. And don't send any money by bank draft or any money transfer service.
For the DV Lottery 2011 6,000 Nigerians were notified as winners and were asked to proceed with the winning. In total 100,600 people were selected as winners all over the world for the DV 2011 Green card lottery program.

The US Embassy or the Consulates also cannot provide the names of the dv lottery winners.
DV 2011 winners who are selected by the computer random draw were notified from may till July in 2010.

In case you are a DV Lottery winner make all of your certificates prepared and wait for the interview. Rescheduling the interview date will reduce the chance of getting a visa as fewer visas available and more winners are there.

DV 2009 program was officially closed on 30th September 2009 and no one can benefit from the winning after this date.
To play the U.S.A Visa Lottery schooling requirements for the Nigeria based candidates are as follows.
Candidates must have 5 scores of “6” or higher in 5 different subjects on the WAEC, SSCE, NECO, or NABTEB certified exams. Candidates may also qualify with BSC degree, HND, or OND from an accredited university or polytechnic institution.
WAEC or NECO to qualify, the subjects must be academic subjects like English, biology, or math. Trade subjects, for like plumbing or garment making, do not count for the program.
Any combination of exams from different years can be combined. For example, candidates can use 3 passing scores from a WAEC examination from 2002 and 2 passing scores from a NECO examination in 2003 that will qualify for the program. However, each of the 5 passing scores MUST be in different subjects.
The next visa lottery is DV 2012 and it will accept entries in the year 2010.

In the event you are applying for the DV 2012 Green Card lottery you must upload a color picture file along together with your duly filled E-DV entry.
In the event you are married, then your partner picture also must be uploaded along along with her application form.
In the event you have eligible children, then each of their separate pics along with their entries must be uploaded in their birth order.
Group pics are not accepted.
All pics must be recently photographed ones. (Within 6 months on the date of application.)
In the event you didn't submit pics of the eligible members of your relatives including your partner, your entry will be rejected.
You can take either a digital photograph by taking with a digital camera or scan a picture print according to the DV Lottery instructions.
When taking a picture for the Green Card lottery
The person must look the camera straight, and the head not tilted position, not wearing any glasses that may obstruct the eyes, Not wearing any head cover or caps (except for religious belief), the Back round behind the person must be a light colored wall or board.
The picture must be in lovely focus.
When taking a Digital Picture the submitted digital picture must conform to the following compositional specifications or the entry will be disqualified.
The submitted digital photograph must conform to the following specifications or the method will automatically reject the E-DV Entry Form and notify the sender.
When taking a used digital picture as dv lottery picture take notice of the following things. If a used digital picture is taken, it must meet the following specifications:
Picture File Format: The picture must be in the Joint Photographic Specialists Group (JPEG) format.
Picture File Size: The maximum picture file size is 240 kilobytes (240 KB).
Picture Resolution: 600 pixels high by 600 pixels wide.
Picture Color Depth: 24-bit color [Note: Color photographs are necessary. Black and white, monochrome images (2-bit color depth), 8-bit color, or 8-bit grayscale won't be accepted.]
Scan a photograph for the DV lottery submission purposes. Before a photographic print is scanned, it must meet the compositional specifications listed above. If the photographic print meets the print color and compositional specifications, scan the print using the following scanner specifications.
Scanner Resolution: Scanned at a resolution of at least 150 dots per inch (dpi).
Picture File Format: The picture must be in the Joint Photographic Specialists Group (JPEG) format.
Picture File Size: The maximum picture file size is 240 kilobytes (240 KB).

0 Double check everything in the application

Correcting the errors in the E-DV application form is not allowed one time it is submitted. They get emails from people asking "how am I able to correct the error in the submitted E-DV online application kind of the DV Lottery now?". For them following is the answer. Error Correction of the names, date of birth and change of addresses in the submitted E-DV entry form cannot be allowed now. Also the address you entered in the E-DV entry form cannot be changed to another one.
Before you start entering your details in the E-DV application form online, you must understand that you are in the technique of applying for an Immigrant visa. Therefore all the information you are giving must be ideal and 100% true.

So it is your duty to check the information in the application form for spelling error in your name, your partner name and kids names before you submit the web application form.

Check the date of birth for you and all persons in the entry as you can make choice mistake in the day, month and year. When entering the birth city you must take care to give the correct one with correct spelling for you and to others in the event you have any dependants. When selecting the birth country clearly bring the country name in position.

Also check carefully the way you are selecting the eligibility country name.

When you are going to enter the address of yourself you must select first whether you will stay in the address in the approaching May to July month period. Because around this period the choice notifications may be sent by postal mail to the given addresses as in the entry forms of the DV Lottery candidates.

Also in the DV Lottery application form there is a field for your e mail address but don't expect them to notify you about your choice for the program through the e mail.

In the event you feel that your country postal service is not nice, then you can use a friend's or relative's address in another country. So in the event you are intended to make use of another person's address who resides in another country, don't forget to tell them that you are using their address.

In the event you have already made a mistake and you are chosen for the program, then the consular officer who is going to interview will select about it on the day of the interview.
